Money should be spent on creating new public buildings such as museums or town halls rather than renovating the existing ones. To what extent do you agree or disagree?
Шаг первый: после перефразированная формулируем наше мнение + 2 аргумента почему:
It is sometimes suggested that new public constructions must have a higher investment priority in contrast to maintaining the old ones. In my opinion, this is a reasonable suggestion as this development is certain to upgrade the city’s building sector and ensure the safety of these building’s visitors.
Шаг 2: поясняем первый аргумент + пример для подкрепления вашей позиции:
A good reason to promote constructing new buildings to replace the existing public facilities is that this measure facilitates implementation of state-of-the-art technologies. At present, building industry is a rapidly evolving sphere presenting annually an abundance of innovations in utility services and dwelling infrastructure. As a result, not only does this progress reduce expenses on technical maintenance in the long run, but it also makes dwelling and working in this buildings appropriate to modern requirements. For instance, it has been revealed that the recently enacted minimum for offices lightning index is incompatible with standards of the ninetieth century architecture.

Another reason to consider building new facilities is that old constructions do not correspond with contemporary safety rules in the field of civil engineering. On no account should life threatening risks that people visiting these places are put at be ignored. If it were not for fragile basement and not stable building materials, the number of accidents taking place in old constructions would not be impermissibly high. A prime example is Tokyo’s City Museum, where an unacceptable dilapidation degree was the primarily cause of an fatal accident resulted in various injuries among tourists.

In conclusion, I am firmly convinced that the suggested replacement urgently needs to be put into practice, otherwise, outdated public facilities will pose a threat to dwellers and visitors. It is high time local authorities took the first steps in modernization of cities’ constructions to ensure both convenience and comfort for their dwellers.
